EPBD readiness can be measured — a short procedure for a C&I building portfolio
The bar is set not by national legislation but by the directive itself — and the market is already pricing it in. Which is why readiness is worth measuring rather than declaring. Here is a procedure you can run yourself, before national provisions come into force.
Step 1 — add up the output
For every building in the portfolio, collect the rated useful output of the heating and air conditioning systems, and of systems combined with ventilation — from nameplates, equipment documentation or design drawings (if they are any good).
Every building where the total exceeds 70 kW goes on the list of those covered by the BACS obligation from the end of 2029. That is the first hard number: how many of your buildings fall within the scope of EPBD.
Step 2 — establish coverage
For the buildings on that list, try to state what percentage of the aggregated output is actually controlled by automation — counting central plant and terminal units separately.
If the organisation cannot produce such a summary within a reasonable time, that lack of knowledge is the first gap — regardless of the state of the installation itself.
Step 3 — run a data test
Pick one building and try to read hourly data from it for the last month: energy consumption plus temperature, humidity and CO2 concentrations from the rooms.
If sensors are missing — you know what to do. But if reading consistent data takes several hours rather than a quarter of an hour, the problem is not the sensors; it is the absence of a layer in which that data comes together.
Step 4 — put the deadlines on the investment calendar
The dates from the directive — zero-emission public buildings from 2028, the 70 kW BACS threshold from the end of 2029, all new buildings zero-emission from 2030, and renovation of the worst 16% of non-residential buildings by 2030 and 26% by 2033 — are worth entering in the same spreadsheet in which you plan refurbishments, heat source replacements and lease renewals.
Where the deadlines overlap, one investment decision can close several obligations at once.
